STEMPA

The STEMPA (Shorten Time to Execute Multi-party Project Agreements) Initiative is an HHP-EXCO-endorsed and ecosystem-aligned initiative. The STEMPA initiative provides structured solutions for the public sector to streamline multi-party research agreements and overcome collaboration delays.

What To Expect With STEMPA

  • Targeted rollout of STEMPA is on 1 April 2026.
  • To be implemented for the Open Fund − Large Collaborative Grant (OF-LCG) and may apply to other grant programmes.
  • Between September 2025 to March 2026, STEMPA will collaborate with institutions to provide briefings to the community (e.g., researchers, research admin, and legal divisions) to ensure awareness and readiness by full rollout on 1 April 2026.

Requiring Faster Agreement Turnaround
Submission Window • 4 Months
All parties must sign and submit the Research Collaboration Agreement to the grantors within 4 months. Funding will be released only upon successful submission.

STEMPA enables swift execution of Research Collaboration Agreements by streamlining the contracting process via the establishment of ecosystem-wide aligned principles and offering practical tools:

Escalation protocol for impasses
An ecosystem-wide, standing committee comprising institutions’ top executives has been formed to resolve outstanding negotiation roadblocks.
